To crush the Kanto-based Aoi-kai aiming for national domination, Shinichi Koda (ISSA), president of Koda Construction, heads from Nagano to Tokyo. At the request of Asagiri (TJ Kayama), he helps the former Hanazono Union leader, now on the run from the Aoi-kai.
