Cemre Ebüzziya comes from a Turkish family of artists, journalists and business people. She is the daughter of actress Nilgün Utku. Her parents divorced before she was born. The actor Menderes Utku is her uncle, the ceramic artist Alev Ebüzziya is her aunt. Her grandfathers are the director, screenwriter and producer Ümit Utku (1929-2016) and the politician, journalist, and writer Ziyad Ebuzziya (1911-1994).

Cemre Ebüzziya attended the Istanbul Pierre Loti Private School until the age of 17, where, with the exception of a few basic Turkish and cultural subjects, lessons were taught in French. Cemre Ebüzziya then studied in the USA at the North Carolina School of the Arts Conservatory. She made her film debut in 2012 in the Turkish television series Muhtesem Yüzyil ("Magnificent Century"). The first feature film she appeared in was Bulanti in 2015. Cemre Ebüzziya worked with directors Zeki Demirkubuz, Ferzan Özpetek, Emin Alper, Çigdem Sezgin, Ali Aydin, Tolga Karaçelik and Cem Yilmaz.
